Vulcan Siding Road Petition

The Vulcan Siding Road has become a hairball for Douglas County (again). The developers of the Spanish Castle Resort want to put in an underpass, but it's a county road, and the county really doesn't have to money to do the work, but is afraid of the liability if they let someone else do it. This is going to be fun to watch
