1939 Material Train And Car Skip View

Finding photos of actual trains around Grand Coulee Dam have been hard to find. Found one in the below image. Closer crop further down. Also note the car skip.

What was the grade here, looks pretty steep?
Five percent at the steepest. Not so much right here. Maybe 3.
