The car is an ACF Conditionaire. It is an insulated and refrigerated hopper car. Here is a better image of one of these cars.
The car was a specially modified standard hopper car which was blanketed with a layer of insulation, equipped with roof hatches for loading, and had centerflow openings along the bottom for fast discharge. A mechanical refrigeration unit was installed with sheet metal ducting forcing cool air into the cargo compartments.
