“The Great Northern was fined $5 for failure to stop at all stations where mail is to be exchanged. This will affect Stratford, Krupp & Quincy.”
I'm still looking for the circumstances that brought this up.

Perhaps some form of "texting" going on? Or were the crew debating new rulings?
Probably because these "towns" were nothing of any significance at this time. If there was no mail, why stop?
