Part of the fun in researching this location was due to the name changes for the area. I'm still not fully satisfied I have it all figured out. Rock Island moved to what was the Ohio Colony Spur, Voltage was once called Hammond, which isn't listed on any AFE that I could find, but is on maps. This was also the spot where the construction offices for the dam construction were located, of which a few are still in existence across from the dam and the line change below.
Note there was a construction railroad involved in the building of the dam, whose grades are all under water today. I'm still working on getting permission to publish those.
