This location is now the site of what might become a resort community, Spanish Castle Resort. Said website doesn't say much about the railroad being there. I can imagine the complaints about noisy trains plying the line at all times of the day.
Note that the actual Spanish Castle was across the Columbia River from this location, in Kittitas County, not Douglas County.

I haven't beeen down there this year (mobility is a bit of a problem) but as of last fall, no real work had been done yet on the Spanish Castle development.
