No specific date, but pre 1942, as the large industrial plant at Rock Island hasn't been constructed yet.
Note the siding along the main on the lower right of the river. There was a small relocation project just upstream of the dam that had the curve into the river, right side center of image, straightened out. The adjacent highway also was straightened out.
