On the left are the tracks of the government railroad that connected with the Milwaukee Road in town. It looks like there are a couple of boxcars on the wye track. This puts the view looking towards Moses Lake proper, with the tracks connecting town and the base along the left.
The tail of the wye, where the boxcars are, more or less lined up with how Arlington St. comes off Patton Blvd.
This was probably taken from a point on the old water tower.
